I don't think this is about drugs, it a clear case of abuse of power.
I'm a huge skeptic. I don't think animal searches are any better than a lie detector. You aren't forced to take a lie detector and they aren't admissible in court because they aren't foolproof.
Same thing with the sniffer dogs. They are trained to give a response then they get a reward. Usually the handler is encouraging the dog to alert. What if the dog just wants his reward? What if the handler is unscrupulous and has a trigger word for the dog to alert? You can't cross-examine the dog, either.
There's more holes in that probable cause than a slice of swiss cheese.
